Horizon Travel & Tours Inc., was established in March 15, 1977 with business address at 1128 Dolmar Bldg., United Nations Avenue, Manila. In 1980, it became an accredited IATA travel agency. After a series of reorganization, the agency was taken over by the present management in May of 1984, a proactive member of the Philippine IATA Airline Travel Association (PIATA) and the Philippine Travel Agency Association (PTAA) up to the present.
By 1989, Horizon Travel found its niche in the contract workers market for the Middle East. During this period, Horizon took a major slice in the workers market making it a stand out as one of the reliable agencies in Manila. Horizon Travel went on to focus the aspect of wholesaling, catering to other markets such as tourist, immigrants, and ships crew. This eventually developed its significant share of the competitive market of wholesaling business.

By 1998, Horizon Travel extended its wholesaling business of air tickets to include tour and cruise packages to popular Asian destinations. Later on, Star Cruises and Norwegian Cruise Lines appointed to Horizon Travel to be one of its top preferred sales agents. Today, their tour package includes US / Canada, China, Australia and New Zealand to its list of growing destinations.
Year 2001 saw Horizon Travel expanded and opened its first branch office in 345 San Vicente cor. T. Pinpin Sts., Binondo, Manila to cater the Chinatown market focusing on retail of air ticket and package tours.
